This is the Flag of Azores. Azores is a Portugueese State so the Portugeese colors (blue and white) are on it. The states coat of arms are in the top left. The bird on the flag represents a historical mistake. When the island was discovered, it was thought that goshek ( acte in portugueese) were common on the islands and the islands were thus named for them. Unfortuanaly, the birds actually never lived on the island but were mistook for a subspeices of buzzard.
