This is a fully sewn and embroidered heavy cotton flag. (The stars are embroidered). A flag of this design was flown over Ft. Fisher during the American Civil War, guarding the vital port of Wilmington, North Carolina. This was a key harbor for the blockade runners of the Confederacy. The captured soldiers were sent to Elmira Prison where this Garrison flag was recorded.
